Abstrakty
Skład członkowski każdej organizacji międzynarodowej ma istotne znaczenie, bowiem od niego zależy przede wszystkim jej dalsza działalność. Problematyka członkostwa obejmuje zagadnienia merytoryczne, dotyczące podstaw i rodzajów więzi łączących państwa z organizacją międzynarodową oraz zagadnienia proceduralne związane z nabyciem lub utratą statusu członkowskiego. Te właśnie zagadnienia w odniesieniu do Międzynarodowej Unii Telekomunikacyjnej (International Telecommunication Union ITU) są przedmiotem artykułu. Rozważania szczegółowe autorka poprzedziła ogólnymi uwagami na temat tej organizacji. Autorka zaznaczyła, że członkostwo ITU wykazuje niektóre odmienności w zestawieniu z członkostwem w innych organizacjach międzynarodowych. Treść materiału oparta została na materiale źródłowym, ponieważ materiał piśmienniczy, zwłaszcza polski, w tym zakresie był niewystarczający.
The paper discusses the problems of acquisition and loss of membership of the International Telecommunication Union (ITU). The analysis of these issues has led to the following conclusions: 1) ITU covers almost all countries that make up the present day international community. This can be explained by the fact that political differences between states in the operation of this international organization play a minor role, although at the height of the 'cold war' the situation was different. 2) Continuation of ITU membership in the event of unification of two or more states, which have acquired such a status earlier, corresponds to the principle applied in such cases in other international organizations. However, in the event of division of an ITU member state into two or more states, as a rule only one continues the acquired membership, whereas the remaining ones are treated as new states. It is emphasized, on the other hand, that dependencies, upon gaining sovereignty, often continue their earlier membership. 3) A peculiar feature of ITU membership is the admission of various non-governmental bodies as 'members of ITU sectors'. They voice their criticism of the institutionalized and formalized procedures in the ITU. Privatization causes that the current role of governments as owners and regulators in telecommunications becomes considerably curtailed, which can gradually lead to the diminishing role of the ITU as an international government organization.
