W artykule przedstawiono, głównie na gruncie teorii, zagadnienie efektywności sektora publicznego w warunkach konkurencji, na przykładzie służb i usług publicznych. Odniesiono się także do niektórych aspektów praktycznych działań omawianego sektora z odwołaniami do doświadczeń innych krajów.

The article is an attempt to present deliberations concerning effectiveness in the public sector operation including the communal sector. The entire public sector and entities operating within in have been an object of sharp critique both in the field of economic theory and practice for a long time. The article contains theoretical remarks concerning the operation of public sector entities in market economy conditions. It discusses the theoretical background for changes in the public sector and assesses cautiously the impact exerted by privatisation and other important factors on effectiveness of the public sector. The author points also to the possibility of rational and effective operation of public entities in competitive conditions, which is confirmed by experience of other countries. (original abstract)
