Abstrakty

W pracy przeprowadzono analizę relacji pomiędzy polityką a systemem zarządzania sprawami publicznymi. Autor podejmuje próbę pokazania, że tradycyjny ideał apolitycznej administracji publicznej zanika. Zmiany zachodzące w administracji publicznej i w jej środowisku spowodowały zaktywizowanie i przeobrażenie jej charakteru na znacznie bardziej polityczny.

The article offers an analysis of the relationship between policy and the system of managing public affairs. The author attempts to demonstrate that the traditional ideal of an apolitical public administration is being significantly eroded. Changes occurring both in the public administration itself, as well as in its environment, have caused the activities of the public administration activism to become much more political in character.
