Abstrakty

W opracowaniu omówiono kwestię wsparcia finansowego dla sektora małych i średnich przedsiębiorstw (MSP), będącą istotną sprawą dla rozwoju lokalnego i regionalnego. Zwrócono uwagę na fundusze poręczeń kredytowych - jako jednego z instrumentów zaprojektowanych pod kątem działalności MSP. W dalszej części artykułu podjęto próbę opisania zasad tworzenia nowych funduszy poręczeń finansowych na poziomie sub-regionalnym.

This article presents the issue of financially supporting the small and medium enterprise sector, which is an important matter for local and regional development. The author looks at credit guarantee funds as one of the instruments designed to assist SMEs. In the introduction, he discusses the characteristics of such funds operating in Poland. Next, he offers a diagnosis and partial analysis of the current state of these funds. Another section of the article provides an attempt to describe the rules for creating new credit guarantee funds at the sub-regional level. In this section, the author analyses, inter alia, the following issues associated with the creation of these funds: the entity managing the fund, its legal form, the beneficiaries, the rules governing the operation of the fund, marketing and promotion, the involvement of other entities, the fund's capital, operating costs, revenues and areas of operation. The article concludes with a summary of findings and recommendations for future action. (original abstract)
