Barriers and Distortions in the Flow of Information in the Society under the Pathological Conditions of Institutions and Organisations

Abstrakty
W artykule omówiono zagadnienie patologii instytucji i organizacji. Na tym tle nakreślono bariery przepływu informacji.
The article tries to show the essence and the significance of information in all spheres of social life and defines the concept, the meaning and the understanding of information in the current fields of social, cultural and economic life. Moreover, the article presents pathology of institutions, referring to the theory of V. Pareto's circulation of elites. The author also points out socio-technical attempts used by Max Weber in order to overcome pathology of power in different socio-political periods, using ceratin alternatives in his approach to pathology of institutions. The following conditions are indicated in the typology and systemisation of the pathology of institutions: a) overgrowth of informal links, b) insufficient growth of informal links, c) automation, ritualism and formalism, d) treating an institution as a means to accomplish non-institutional objectives, e) negative conviction about the social value of the objectives of an institution, f) faulty circulation of information or lack of information and also its subjective sources - leading to fiction or a myth according to which social reality and information are valued. The article also points out highly negative effects of the use of disinformation in the functioning of institutions and organisations and the information barriers originating from them. The final part presents the pathology of organisations and its etiology along with social effects which are possible to be observed. (original abstract)
