Dilemmas of Employment Policy in Open Market Economy
Artykuł omawia przesłanki integracji państwa na rynku pracy. Autor przedstawia zagadnienie polityki zatrudnienia w gospodarce rynkowej, w szczególności cele i zadania polityki zatrudnienia, jej uwarunkowania, podstawy ustrojowo-prawne oraz instrumenty i podmioty.
Dissertation represents few aspects of internal and external conditions which have direct or indirect influence on realization of the employment policy in Poland. It explains in details the essence, aims, and assignments of employment policy in open market in details the essence, aims, and assignments of employment policy in open market economy countries. It justifies the regulation of work relations by public authorities taking into consideration ideological, economical, public and legislative determinants. It points out difficulties encountered by public authorities while interfering with work market. It corresponds to definite employment aims as well as methods, means, and ways leading to achieve appointed intensions. It also represents factors which influence directions and pace of employment's development. It describes theoretical conception of employment and its connections with employment policy. Moreover, it indicates attributes which are necessary to execute the main aim of employment policy: the full employment of available workforce. The final part is devoted to public market economy. It explains its basic ideas and criteria thanks to which it is possible to distinguish this model of economy taking into consideration basis of economical system in Poland. Besides, it interprets social and economical freedom and rights entitled to polish citizens according to Constitution. It elucidates mutual relations between the realization of economical and employment policy, the latter being the integral part of social policy. (original abstract)
