The problem, to what extent the economy should be influenced by the State, is not a new one. The question arises: how rigorously the insurance and reinsurance marked should be regulated, controled, and, what is morę, managed by any State or a group of States. It is a well-known fact that the reinsurance is a kind of activity of which the fuli control is impossible. The next question arises: what to do in order to protect the economy against an unfavourable outflow of the big amount of Capital. It seems that the state's interference in this sector of services cannot be avoided.(original abstract)
