W artykule przedstawiono koncepcję Europy Regionów, która zakłada odebranie dużej części kompetencji państwu narodowemu i przekazanie ich regionom i instytucjom europejskim. Omówiono politykę regionalną Unii Europejskiej i główne przeszkody na drodze do urzeczywistnienia Europy Regionów.
