Abstrakty

Artykuł analizuje powszechny system emerytalny z punktu widzenia zależności między jego konstrukcją i długookresowym tempem wzrostu gospodarczego. Szczególną uwagę poświęcono takim zagadnieniom, jak: proporcja podziału PKB między konsumpcję emerytów i opłacenie czynników produkcji, metoda dokonywania tego podziału (opodatkowanie lub oszczędności) oraz sposób, w jaki się on dokonuje (bezpośrednio w realnej gospodarce lub przez rynki finansowe). Omawiany jest wpływ, jaki na system emerytalny mają warunki, w jakich realizuje on cel społeczny. Zaprezentowane rozważania prowadzą do wniosku, że typowe sposoby klasyfikowania systemów emerytalnych nie oddają w pełni ekonomicznego sensu działania systemu emerytalnego. Tekst kończy propozycja alternatywnej klasyfikacji typów systemu emerytalnego.

The interdependencies between the structure of the universal old age pension systems and the long term rate of economic growth are analysed in the article. A particular attention is put on several issues, such as: the distribution of GDP to serve the consumption of superannuated people, on the one hand, and to pay for the production factors employed on the other; the methods to implement this division (taxation or savings) and the modality through which this division actually takes place (in the real operation of the economy or through financial markets).Conditions that influence the operation of the superannuation system, that pursues the social objectives, are discussed throughout the article. The analyses of typical modalities of classification of old age pension schemes ( pay-as-you-go and capital based) indicate that they do not fully reflect the real intention of the operation of the superannuation systems. The final part of the paper contains a suggestion to build an alternative classification of supernnuation systems.
