Omówiono rynek krótkoterminowych papierów dłużnych (KPD). Przedstawiono pozyskiwanie środków finansowych w drodze emisji KPD, zalety i wady emisji KPD dla emitenta, inwestora oraz agenta emisji oraz rzeczywisty koszt pozyskania środków finansowych poprzez emisję KPD.

One of the ways used by non-financial business entities to raise the short-term foreign capital is the issue of short-term debt securities onto the market. It offers considerable benefits to issuers, investors and to the bank providing services connected with the issuance. The company may raise funds at lower costs than a bank loan; the investors achieve higher profit on their investments in comparison to investing excess money in T-bonds or on bank deposits; and the bank - issuing broker earns more on commissions and fees. The short-term securities market is the biggest segment of the non-treasury securities market. Issuers prefer the issue and renewal of short-term due to unstable interest rates, particularly noticeable in case of medium-term and long-term instruments, whereas investors are most interested in commercial paper with a short maturity, due to the lack of a flexible secondary market. The article presents the short-term securities market by means of statistical data, in the form of charts obtained from a Fitch Polska SA report, which covers the Polish non-treasury securities market in the 2nd quarter of 2003. The definition of short-term securities is also presented, as well as the legal acts on which issuances are based and the functions of the issue house. Next, the problem of profitability of raising funds via the issue of commercial papers is discussed. The analysis covers various factors determining the profitability of commercial papers and the disposal of the funds raised in this way. Also, by analysing certain tax-related and economic issues as well as legal regulations derived from the law governing banking, the author presents advantages and disadvantages of short-term securities issuance for all the entities involved in the process, namely issuers, issue houses and investors, as compared with other forms of financing business activity or investing excess money.
