Abstrakty

Wskaźniki niezależności banku centralnego oparte na przepisach prawnych ani nie odzwierciedlają w odpowiednim stopniu ich rzeczywistego stopnia autonomii, ani teoretycznego wymiaru pojęcia niezależności. W gospodarkach krajów rozwijających się wyłania się, przy podmiotowej ocenie statutów banków centralnych, problem rozbieżności pomiędzy warunkami legalnymi i działaniami rządu, a władzami decyzyjnymi w sferze polityki monetarnej. Przedmiotem artykułu jest kwestia prawidłowego pomiaru stopnia NBC. Wykorzystując dane z badania panelowego uszeregowano stopień niezależności banków centralnych w krajach przechodzących przez proces transformacji. Zaprezentowano oszacowane analitycznie indeksy niezależności banków centralnych w wybranych krajach.

The law-based indicators of central bank independence neither satisfactorily reflect the real degree of autonomy nor the theoretical dimension of the concept of independence. In the developing market economies there emerges, alongside the subjective assessment of the statutes of the central bank, a problem of a divergence between the legal stipulations and the practices of government vis-a-vis the decision makers in the realm of monetary policy. Using panel research data and reaction functions we ranked the degree of independence of central banks in the countries undergoing transformation. We present analytically estimated central bank's independence indices of countries in question.(original abstract)
