Autor przedstawia przegląd niemieckich i francuskich idei zjednoczonej Europy od początku Wspólnoty Europejskiej. Specjalną uwagę poświęca roli Francji i Niemiec w przygotowaniu konstytucji. Autor wyznaje tezę, że obydwa kraje wywarły dominujący wpływ na ostateczny kształt europejskiej konstytucji. W wyniku francusko-niemieckich kontrowersji i wypracowanego później kompromisu, kluczowe artykuły konstytucji dot. instytucji nadały Unii Europejskiej nowy system polityczny, z federacyjno-narodową strukturą i punktem ciężkości położonym na międzypaństwową współpracą.
The author gives an overview of the German and French conceptions of a united Europe since the beginning of the European Communities. Special attention is drawn to the role of France and Germany in the drafting of the constitutional treaty. The author endorses the thesis that the two countries exercised a dominant influence on the final shape of the European constitution. A a result of French-German controversies and a subsequent compromise, the key articles on institiutions give the European Union a new political system, which can be defined as a federalist-national structure with the primacy of inter-governmental cooperation.
