Rozpoczęta w 2000 r. (a następnie włączona do agendy Rundy Rozwoju w Doha) kolejna runda wielostronnych negocjacji w sprawie liberalizacji handlu usługami pobudza do refleksji na temat potencjalnych korzyści i zagrożeń związanych ze zwiększeniem dostępu zagranicznych usług i usługodawców do rynków krajowych. Ścierają się tutaj dwa przeciwstawne poglądy. Krytyka przeciwników liberalizacji skupia się na GATS, Układzie Ogólnym w Sprawie Handlu Usługami. Celem artykułu jest przedstawienie procesu powstawania wielostronnych reguł handlu usługami na forum Światowej Organizacji Handlu (WTO) oraz ich konsekwencji dla różnych podmiotów zaangażowanych w ten handel.

The process of multilateral liberalization of trade in services was started during the Uruguay Round of negotiations (1986-1994). According to Article XIX of GATS WTO Members were committed to entering into further rounds of services negotiations in order to achieve progressively higher level of liberalization. The first such round started in January 2000 and is supposed to conclude by the beginning of 2005. With the negotiations now under way, it is necessary to pose a question of effect of services liberalization, particularly that there has not been much success in opening the markets in most countries in the world. The distinguishing features of services liberalization, i.e. a necessity of factors of production to move to the location of the consumer and enhanced competition of both domestic and foreign suppliers can have positive effects on long-term economic growth. The empirical studies both assess and project liberalization effects in various countries, sectors and social and professional groups. (original abstract)
