Autor omówił relacje między celami efektywnościowymi a dążeniem do zapewnienia równości uczestnikom życia gospodarczego. Przedstawił techniczną zasadę efektywności, strukturalne konsekwencje racjonalności gospodarczej oraz antyefektywnościowe gry polityczne: populizm, ksenofobię i antyglobalizm.

The main thesis of this paper is based on the notion that the easier one can use the economic efficiency rule the greater combined effects can be expected. As a result, a larger differential of assets allocation as well as level of effectiveness and incomes of enterprises, economic sectors and regions may be expected. In accordance to this thesis, to opposite economic policies are evaluated. The first is the doctrine of effective allocation and the second is the doctrine of the level of economic development. The first doctrine is based on a fully free market which rewards competitive companies at the detriment of less competitive ones. The main goal of such a policy is the maximization of economic effectiveness, this however does not mean that it rejects different goals, for example the social aspects. The second policy supports less developed sectors and regions by means of state subsides, canceling loans to indebted companies and preferential credits as well as tax exemptions. To this one has to add governmental guarantees on price levels, subsides to non-competitive production and other actions designed to so called correction of market forces. Although this policy may appear to be more just, its effects slow economic growth and lead to poverty. (original abstract)
