Omówiono rolę sektora prywatnego, jego wpływ na ożywienie i ekspansję oraz determinanty jego sukcesu jako siły napędowej przekształcającej się gospodarki w analizie krótko i średniookresowej. Wskazano istnienie dwóch grup krajów różniących się postępami w zakresie stabilizacji, liberalizacji i prywatyzacji. Przedstawiono także propozycje alternatywnych ścieżek recesji, ożywienia i ekspansji gospodarki: pierwszą, w której funkcjonuje duży dynamiczny sektor prywatny i drugą, w której nawy sektor prywatny odgrywa rolę marginalną.

The central theme of the study is the role of new, entrepreneurial private sector in output recovery, and, more generally, in economic expansion of post-communist economies in transition. This role is considered specifically in the context of the successful experience of Poland, the Czech Republic, and Hungary. The author notes a substantial difference in performance in the short to medium term (3-7 years) between the new private and privatized sector. The former often perform better and quickly increase their share in the aggregate output. Such development helps the recovery from transformational recession, which occurs earlier in countries with the thriving new private sector. In the study alternatives path of recovery are considered, first with and the second without the substantial new private sector. Finally the determinants of successful establishment and expansion of the new private sector are considered at the three levels of generalization: the level of specific rules, the level of the transition strategy, and the level of institutional fundamentals of liberty, law and order, and trust.
