Abstrakty

Wyjaśniono podstawowe definicje i pojęcia związane z "przedsiębiorstwem multienergetycznym". Omówiono obowiązki gminy w zakresie zapewnienia zaopatrzenia w media energetyczne. Na końcu zamieszczono rozważania teoretyczne na temat przedsiębiorstwa multienergetycznego i przykłady rozwoju kilku przedsiębiorstw multienergetycznych funkcjonujących w Unii Europejskiej.

The paper presents the latest developments in the multi-energy enterprises sector and is also an attempt to answer the question if those enterprises meet the conditions of emerging competition. Preparing development plans is an important legal task for the local authorities and any abandonment in this field should not cause negative results for an individual consumer. It is in the interest of each consumer to be provided with the basic energy services, such as heat and/or electricity. These services should be accessible, handy, environmentally safe and friendly, reliable and relatively cheap. Availability of energy for the consumers depends on the realisation - determined by the law - of the duties of the local government in the area of heat, electricity and gas supply. Therefore these duties are presented at the beginning.. Then the paper defines and tries to characterise the chances for multi-energy enterprise development. Further on, the regulatory competence of the President of the ERO are discussed, including the instruments to support new generation capacities, and the obligation on the part of the multi-energy enterprises to be licenced by the President of the ERO is pointed out. Practical part of this paper presents the examples of enterprises operating in the selected countries of the EU. The similar group of enterprises existing in Poland is also presented, especially those operating in the Silesia Region. Finally, the paper points out to the fact that most of communities are supplied with electricity, heat and gaseous fuels by the professional enterprises, which brings out the question whether there is an urgent need to create new energy enterprises.
