Abstrakty
Omówiono różnice między tradycyjnym podejściem sektorowym a podejściem opartym na klastrach. Przedstawiono analizę klastrów na różnych poziomach oraz poziom analizy, techniki analizy i koncepcje klastrów w różnych krajach.
Theoretical research as well as praxis show that the interaction between different factors engaged into the innovation process is necessary for successful implementation of innovation. Usually there are innovation networks where a number of entities is involved into most of the innovation activities. To increase the regional innovation level it is needed to incorporate into locally and regionally created development strategies a new form of co-operation - clusters which efficiently contribute to the development of a given area. Emerging of the clusters is a downstream process, induced by the market and directed by the market. In most countries the changing role of governments in creating industrial policy and innovations is convergent with abandonment of direct intervention in favour of indirect stimulation.
