The article presents an analysis of the Human development index (HDI) and standard of living in the European Union Stales and candidate states for the period 1994-1999. Standard of living is a component part of the HD1; this index is measured by real per capita income or another words productivity. During this period the HD1 has increased considerably in every candidate states, that is especially the case in Latvia; as the result moving its place in the table of rank from 92 to 50. All candidate states are characterised by a very low level of productivity, what had a negative impact on the HDI ranking. Nevertheless, the most dynamic development has taken place only in the candidate states. One of the factors, influencing the increase of the productivity, was an absolute decrease of the population. There were two causes of the decrease of the number of the population. One of them is that young efficient people leave their countries because the candidate states were included in the group of the countries with "low-middle income". The authors explain such situation only that the producers have a comparatively small market for their products and extremely low prices of their outputs. (original abstract)
