Abstrakty

Przedstawiono wybrane rozwiązania dotyczące funkcjonowania publicznej służby zatrudnienia, które wynikają z nowej ustawy o promocji i instytucjach rynku pracy. Opisano działalność powiatowych urzędów pracy, które bezpośrednio zajmują się pośrednictwem pracy. Przybliżono zasady funkcjonowania sieci EURES, wspierającej pośrednictwo pracy na obszarze Unii Europejskiej.

It is hardly possible to talk about one unchanging model of the public employment service. The pattern on which its functioning is based should constitute a response to the particular needs which can be completely different in individual local or regional labour markets. Changes occurring in the Polish economy reflect gradual abandonment of the centralised institutional labour market service model. Practitioners' opinions on this solution are not uniform, and its opponents often point to the issue of low effectiveness of the functioning of the public employment service. The system which has been in operation in Poland since 2000 is unique and does not provide an opportunity to apply the most effective measures in a situation of a deep imbalance on the labour market. There are many reasons for this status quo - the organization, finance, personnel etc. In such a situation once again an attempt was undertaken to streamline the organization of the labour market by drafting a law concerning the promotion of employment and the institutions of the labour market which will replace the former law of 14th December 1994 about employment and prevention of unemployment. In the presented paper we point to selected solutions concerning the functioning of the public employment service resulting from the new law which will help to surmount the difficulties arising on the labour market. The necessity to introduce new solutions results not only from the continued imbalance in the labour market but also from the fact that Poland has joined the European Union, which entails the free movement of employees within its borders. This creates the need for the foundations indispensable for forming a European labour market. (original abstract)
