Abstrakty

Sprawa reformy instytucjonalnej Unii Europejskiej oraz planowane rozszerzenie Unii na Wschód były przedmiotem konferencji międzyrządowej (IGC) 1996/1997. Mając na uwadze propozycje wysuwane przez państwa członkowskie oraz instytucje EU w sprawie reformy instytucjonalnej, próbowano wyróżnić kilka modeli dotyczących przypuszczalnych kierunków rozwoju struktury instytucjonalnej UE. W pracy omówiono trzy rozwiązania modelowe: utrzymanie status quo, jednolity model instytucjonalny oparty na obiektywnym kryterium funkcjonalnym, jednolity model instytucjonalny oparty na minimalnej reprezentacji państw członkowskich.

The task of the Intergovernmental Conference of 1996/97 was to implement comprehensive institutional reform of the European Union due to the planned enlargement to the East. Not much has been done in this regard, however, leaving a broad area for further consideration. Regardless of the foregoing, attempts have been made to develop an optimal model that would take into account the needs of institutions on one hand, and the interests of each Member State on the other. The article discusses three models; (1) maintaining the status quo, (2) a uniform institutional model based on an objective functional criterion, and (3) a uniform institutional model based on the minimum representation of states. The issue of institutional reform was also the subject of the Intergovernmental Conference of 2000. which developed an institutional model incorporating future EU enlargement. Its conclusions were reflected in the provisions of the Nice Treaty. Deepening integration does not facilitate the accession process for Central and Eastern European countries; without broad internal reform, the Union will encounter increasing difficulties in dealing with new demands and challenges, while at the same time striving to remain a relatively effective organization.
