W niniejszym artykule dokonano analizy czynników wpływających na rozwój wyspecjalizowanych agencji w ramach Unii Europejskiej oraz warunków, które muszą zostać spełnione, aby agencje te wypełniły postawione przed nimi zadania.

This article presents the history of the rise of specialised agencies in the EU, analyses their f unctions with respect to management of the common European market, and presents the dilemmas of their development and transformation in light of conditions imposed by treaties and administrations. The analysis is conducted taking into account European and American research results on situating administration agencies in the system of democratic government; in particular, the problems involved in constructing institutions which would be subject to indirect (procedural) political control, and consequently would enable the expert potential of the administration to be used. The author sketches areas for agency development within EU structures, with emphasis on the "White Paper on European Governance" of July 2001 and the discussion that this document evoked through the end of 2001.
