Abstrakty

Terminem dobra publiczne określa się zarówno dobra wolne, dostarczane przez naturę (powietrze, woda i inne zasoby środowiska naturalnego), jak i dobra będące efektem działalności gospodarczej człowieka. W artykule zaprezentowano wybrane koncepcje analityczne dotyczące kwestii szczególnego charakteru tych dóbr oraz konsekwencji tych właściwości dla problemu ich podaży.

This article begins by reviewing the definitions and typology of public and private goods found in the literature. After presenting the neo-classical model of optimal allocation of public goods, the author outlines the threats related to the market provision of public goods (the free-rider problem), as well as government failures in this area. Attempts at optimising the supply of public goods are based on consumer preference revelation mechanisms such as: Clarke's tax, insurance purchases or the so-called assurance game. The article presents the results of experimental research on cooperation in the delivery of public goods. The work concludes with a short analysis of the problem of supply of public goods in the real world. (original abstract)
