Abstrakty

W artykule omówiono zjawisko migracji pracowniczych w Unii Europejskiej jako z jednej strony przejaw międzynarodowej mobilności terytorialnej ludzi oraz z drugiej strony - jako reakcja na strukturalne niedostosowania na rynkach pracy w skali międzynarodowej. Wskazano na duże znaczenie migracji zagranicznych w równoważeniu rynków pracy we współczesnej gospodarce światowej, a w szczególności podkreślono rolę Unii Europejskiej w tym procesie.

The objective of the paper is presentation of the phenomenon of workers' migration in the European Union as the manifestation of international special population mobility, and reaction to structural incompatibilities of the labour markets on the international scale. The work of immigrants is an vital and permanent element of the labour market in the EU. In the year 2000, the resources of foreign labour force within the EU territory were estimated at 8,455 thousand. Compared to 1988, labour resources increased by about 2.2 million (OECD, 2003). This number does not cover employed illegal immigrants or temporary workers (mainly from the Eastern Europe), as well as naturalized immigrants. It is worth to add, that a significant number of the self-employed foreigners operate in the EU economy - in 2001 the registers indicated 813 thousand of such persons. The phenomenon of the employment of foreigners in the EU is significantly increasing in all member states. Nevertheless, the significant majority of foreign workers is confined to a small number of countries: over 40% in Germany, while further 33% in France and the United Kingdom. Similar situation concerned the self-employed: 35% in Germany, 33% in France an the United Kingdom. (original abstract)
