The Premises of Bicameralism in Contemporary Europe

Przez "motywy" bikameralizmu w niniejszym artykule rozumiane są polityczne przyczyny, które przesądzają o istnieniu drugiej izby parlamentu w wielu europejskich państwach, zachowywanej choćby w formie symbolicznej, a nie uzasadnienia racji bytu tej izby.
This paper notes that in many countries of contemporary Europe the attitude JL towards the second chamber of parliament usually depends on conditions and determinants of a given political system, thus making this attitude highly diversified. This probably stems from the need for finding formulas "rationalizing" a given parliamentary system and adapting it to meet the actual situation of individual states. This is reasonable, since the second chamber can foster stability just as much as distability of cabinet governments, depending on the chamber's political make-up and significance. Short-term justification of bicameralism in European democracies will gradually give way to stronger validation, as the operation of the parliamentary system gives rise to new national experiences, and as the process of regionalization in Europe progresses. This is why the construction of a static, theoretical model of a second legislative chamber in Europe is not worth the effort. It would be advisable to focus on future visions and viable options. That is, provided the discussion on topical determinants of European bicameralism is put into order, and the scope of discussion widened. (original abstract)
