Omówiono zakres przedmiotowy procesu transformacji i siły sprawcze przemian na Litwie, w Łotwie i Estonii. Przedstawiono ciągłość i zmiany wartości oraz rozwiązań ustrojowych od okresu międzywojennego.

The author argues that the specificity of political transformation in Lithuania, A Latvia and Estonia cannot be analyzed without considering the historical background, tradition and cultural continuity of these countries. Comparable developments in the course of their transformation give the impression of homogeneity and similarity between them. We are however dealing with three separate states and nations. The author gives priority to several problem clusters: the scope of the subject matter of transformation, causative factors of transformation, continuity and change of political values and solutions in the inter-war period, the choice of polity, factors determining the operation of the political scene, the circumstances of establishing the foundations of a market economy, and the drive towards EU membership. The changes underway in the Baltic states overlap with two other parallel processes, those of systemic transformation and national revival. Hence, what is required, apart from an analysis of the new institutional order and the policies of new authorities, is to examine the historical heritage, the starting point of transformation and possible external assistance (or pressure). Two intertwining social conflicts give a specific dynamics to the changes in question. The first is an economic conflict which expresses an attitude towards the economic system, the reforms introduced, their costs and consequences. The second, an axiological conflict between, on the one hand, the forces striving to preserve national distinctiveness and tradition, the proponents of maintaining the values of the Soviet era, and, on the other, those promoting European integration and the values of western democracy.
