Lobbying Activities of Regional Representatives at the EU

Abstrakty
W artykule przedstawiono działalność lobbingową regionów państw UE. Wyjaśniono w jaki sposób regiony lobbują w UE i znaczenie lobbingu na rzecz regionów. Przykłady konkretnych działań dotyczą głównie przedstawicielstw z niemieckiego kraju związkowego Badenii-Wirtenbergii.
The author draws our attention to the relatively recent development in the history of European integration, i.e. the establishment of regional representatives at the EU. The author offers his thoughts on the reasons why European regions are keen to play an active role on the European scene and the sheer scale of the phenomenon. He also points to the methods of lobbying at the EU. This paper could be viewed as a short guide of sorts, supplying information on the type of issues, whom, and in what manner should the regions lobby at the EU in order to achieve maximum results. A significant part of the paper presents spectacular success stories of regional lobbying and regional representatives at the EU in raising funds and influencing the shape of European law. The costs of the representatives' operations and the limits imposed upon them are also taken into account. Finally, the article lists the challenges facing Polish regions (in December, 2003 they already had 11 representatives in Brussels) and makes helpful suggestions as to the definition of goals and modes of operation of Polish regional representatives at the EU.
