The European Innovation Scoreboard in the Candidate Countries

Abstrakty
Artykuł przedstawia wyniki badań przeprowadzonych przez Komisję Europejską w ramach projektu European Innovation Scoreboard (EIS) w 2002 roku. EIS jest to praktyczne narzędzie, służące do zbierania danych i analizy informacji na temat polityki innowacyjnej na narodowym i wspólnotowym poziomie, ze szczególnym uwzględnieniem finansów, wprowadzania innowacji, ochrony intelektualnych praw własności oraz transferu technologii z nauki do przemysłu. Autorka omawia poziom innowacyjności w krajach kandydujących do Unii Europejskiej i porównuje go do poziomu unijnego.
The article presents the results of the European Innovation Scoreboard - an instrument of European Commission for the annual follow-up of the Lisbon strategy. The report includes date from the EU countries, the Associate countries and the Candidate countries. The aim of the paper is to compare the date between Candidate countries and the EU countries. The 2002 EIS confirms that the innovation performance of the Candidate countries is still low compared to European Union. The Candidate countries perform favourably compared to the EU for tertiary education (with Bulgaria, Cyprus, Estonia and Lithuania equal and above the EU mean), employment in high-tech manufacturing (with Czech Republic, Hungary, Poland and Slovenia close to or above the EU mean), ICT expenditures (Czech Republic, Estonia, Hungary and Slovakia), and the stock of inward FDI (with Czech Republic, Estonia, Hungary and Malta above the EU mean).
