Performance Measurement in the Public Sector: a Politico-administrative Relationship Perspective

Two issues such as performance measurement and transformation of public sector have been describe in the article. The issue of performance measurement is well know in management accounting but not in public sector or government. The performance measurement in government includes many issues resulting from specific social position, power and significance of public sector, especially government, in new weakened society. The author analyzed multifarious approaches towards performance measurement that are derived from different cultural, social, political and economic approaches characteristic for different countries. W artykule opisano dwa nurtujące problemy w bieżącej rzeczywistości zarządzania sektorem publicznym: pomiar wykonania i reformę sektora publicznego. Obydwa procesy są podejmowane w celu zapewnienia lepszego, skuteczniejszego i tańszego rządu dla podatników. Chociaż pomiar wykonania jest dobrze znaną koncepcją w rachunkowości zarządczej, to pomiar wykonania w sektorze publicznym, a w szczególności w rządzie, zawiera wiele problemów wywodzących się ze specyficznej społecznej pozycji, władzy i znaczenia sektora publicznego, a w szczególności rządu, w nowoczesnym - chociaż osłabionym - społeczeństwie. Autor analizuje wielorakie podejścia do pomiaru wykonania, które wywodzą się z różnych kulturowych, społecznych, politycznych i ekonomicznych podejść, charakterystycznych dla różnych krajów.
