Abstrakty

W artykule oprócz przedstawienia roli Hiszpanii w europejskim systemie bezpieczeństwa, zwrócono uwagę na konieczność regionalnych i globalnych zmian. Problem ten jest niezwykle aktualny w kontekście pojawienia się nowych zagrożeń: terroryzmu, wzrostu nacjonalizmów i separatyzmów, braku kontroli nad produkcją broni masowego rażenia. Udział Hiszpanii w światowym bezpieczeństwie musi się opierać na trzech filarach: aktywności w ramach UE i zespalaniu jej struktur z Unią Zachodnioeuropejską, funkcjonowaniu w Pakcie Północnoatlantyckim i ścisłej współpracy ze Stanami Zjednoczonymi oraz zaangażowaniu w bezpieczeństwo regionalne, zwłaszcza na Morzu Śródziemnym i w Ameryce Łacińskiej.

The collapse of the Soviet Union and the end of the global system based on the cold war established a new period in international relations. This fact was crucial especially in the new context of modern European Common Policy of Security and Defense. The end of General Franco's regime in Spain meant also the end of international isolationism and became a turning point in the Spanish way towards the integrated Europe. The place of Spain in e integration of common security systems experienced some different periods during decades, however the main idea of Spanish foreign policy - since becoming a member of the North Atlantic Treaty Organization (1982) and of European Community (1986) - remained without major changes. It was defined by on-going cooperation with NATO and within the Western European Union in the context of the second pillar of EU. During 1990s Spain participated in several peacekeeping, peacemaking and military operations in Europe and outside and declared its support to intention expressed by European Union to develop its own security policy but not without close cooperation with the United States. That is why Spain supported the Anglo-American operation in Iraq as well as the necessity to recognize some common threats like terrorism, proliferation of dangerous weapon, etc. that are perceived as the main sources of instability and become the challenges for European and global security.
