Abstrakty

Omówiono pokrótce zakres działań samorządu wojewódzkiego wynikający z przyjęcia przez rząd polski Europejskiej Karty Samorządu Terytorialnego. Samorząd został zobowiązany m.in. do prowadzenia polityki rozwoju oraz do współpracy z podmiotami lokalnymi. Przedstawiono także strukturę budżetu samorządów z lat 2001 i 2002.

In Poland the process of involving the inhabitants in the process of co-deciding about the activities for the benefit of the society which they make has lasted for a relatively short time. It is essential for the highest number of subjects to co-operate in formulating and instituting the strategy of development. All the strategies were widely consulted: on the first place with the representatives of territorial self-government and then with the economic self-government, around-business, agriculture and social institutions. Socialising the process of creating strategies on such a large scale is perhaps the highest value of the process of preparing strategies. The voivodship's self-government, creating a strategy consolidates and attests its role as a creator and releaser of the development policy in the voivodship. However, the authorities have no financial means to solve the problems of the voivodship's inhabitants. They depend mainly on the subsidies and allocations from the state's budget.
