Autorka przedstawiła wnioski z przeprowadzonych badań nad identyfikacją i waloryzacją czynników różnicujących potencjał finansowy gmin. Pozwoliło to na dokonanie próby typologii gmin na przykładzie 213 jednostek samorządu terytorialnego województwa lubelskiego.

The purpose of this article is to demonstrate conclusions drawn from the studies conducted by the author on identification and evaluation of factors that distinguish financial capacity of gminas and to suggest a relevant typology. Two criteria concerning the potential of income generation of gminas were used, i.e. the share of revenue from taxes and general subsidies in total income of gminas and two criteria concerning the spending potential, i.e. the share of investment outlays in the total gmina spend and the nature of these expenditure. As a result, 42 types of gmina financial capacity were determined. Using the said typology in the analysis of 213 gminas of the Lublin Voivodship led to the conclusion that there are only 25 types of financial capacity represented in the Lublin Voivodship. The majority of the gminas under analysis cannot develop on the basis of their own financial resources due to strong reliance on state budgetary resources and lack of funds to finance major investments.
