Abstrakty

Rozwój przestrzeni europejskiej odbywa się w warunkach ścierania się naturalnych tendencji polaryzacyjnych z procesami regulacyjnymi, zmierzającymi do zapewnienia bardziej wyrównanego rozmieszczenia potencjału ekonomicznego, ludności oraz jej dochodów i aktywności ekonomicznej. W artykule porównano dane, pochodzące z okresowych raportów z postępów spójności regionalnej przygotowywane, przez Komisję Europejską.

There are prerequisites to claim, that in the EU 15 comes to a development convergence at the level of regions NUTS II. There are still some exceptions from this rule. However, the economic progress is not converted into the social progress because most of the countries meet simultaneously employment and unemployment spatial divergence. Therefore, it is possible to assume another argument that is related with the growing disproportions of society's income disposal. Great improvement of the economic effectiveness of companies in the less developed regions is not accompanied by the changes expected by the inhabitants of these regions. Still, the unique solution is the migration to the better developed regions. This constitutes the challenge for the EU reformed structural policy, because the less developed regions are simultaneously the regions of the Objective 1. (original abstract)
