Abstrakty

Autor przedstawił ocenę funkcjonowania cząstkowych elementów nowego zarządzania publicznego (new public management NMP). Ponad to podjął próbę odpowiedzi na pytanie, czy reforma sektora publicznego, dokonywana w kontekście NMP, doprowadziły do osiągnięcia zakładanych celów. Swoje rozważania autor przeprowadził na podstawie doświadczeń Wielkiej Brytanii, która jest liderem reformowania sektora publicznego według zaleceń NMP.

The aim of the paper is to evaluate selected results of the new public management (NPM) re-forms. I concentrate mainly on the effects of privatization, and contracting out of public services, internal markets, and creation of agencies. Research findings can be summarized as follow: 1. Privatization can increase productivity, economic efficiency and improve quality of public services only in competitive environment. In such an environment public enterprises can also be efficient and effective. 2. Contracting out of public services can increase efficiency in conditions where effective com-petition exists or can be organized. 3. Creation of internal markets in healthcare and education introduced competition between sup-pliers which made them more aware of costs and quality of services. 4. Creation of agencies can increase productivity, but, on the other hand, organizational fragmentation can bring about a loss of strategic coherence. (original abstract)
