Abstrakty

Autorka przedstawiła strukturę i funkcje organów gminy, które wykształciły się w długoletniej praktyce niemieckiego samorządu terytorialnego. Uwzględniają one specyfikę poszczególnych landów, historyczne uwarunkowania i tradycje samorządowe obowiązujące na ich terenie. Występowanie różnych modeli samorządowych i zachowanie zróżnicowanych modeli ustrojowych, pozwoliło na zastosowanie takich działań, które będą najodpowiedniejsze w warunkach, w jakich funkcjonuje dana gmina.

German local government is characterized by great diversity of organization and functionality. Those differences are the result of dissimilar ways of appointing basic communal bodies, their operation and connections among them. Consequently there are four German commune models that exist in different lands. Recently, as a result of public life democratization, there is standardization of territorial local government system in the southgerman model direction. Some of the lands performed entire commune model change and some limited changes only to introduction of mayor direct election and some did not change the model at all. The paper shows those models, describes crucial German commune bodies and the ways they are being appointed. Its goal is an identification attempt at changes' tendencies and trends of German local government in the context of drawing conclusions for changes that are taking place in Poland.
