Abstrakty

Skuteczność polityki regionalnej Unii Europejskiej zależy w dużym stopniu od przygotowania regionów do absorpcji środków wspólnotowych. W artykule omówiono zmiany i uwarunkowania absorpcji środków funduszy strukturalnych oraz środków Funduszu Spójności w regionach UE.

The last enlargement of EU (the largest in its history) caused necessity of changes in the regional policy area, especially in the system of objectives, principles and standard of financing as well. This is reflected in the settlement of the structural funds amount, dedicated to the new member states. The standard of absorption depends on many circumstances existing on the national and regional level. The preparedness to absorption of EU funds by regional authorities and their capability to mobilize own resources is the most important. Important circumstances of absorption is also the range of national regional policy and the scale of autonomous regional policy financed from own funds (beside the EU funds). (original abstract)
