Abstrakty

Pojęcie instrumentów pozataryfowych nie zostało dotychczas jednoznacznie zdefiniowane. Do środków z tej grupy zalicza się głównie ograniczenia ilościowe, koncesje i licencje, ograniczenia dewizowe i normy techniczne. W artykule przeprowadzono charakterystykę wybranych środków pozataryfowych, zaprezentowano podstawy prawne w zakresie ich stosowania.

In modern trade, non-tariff measures are used to a broad extent. The increasing role of these trade policy Instruments results, on the one hand, from the significant reduction in customs duties negotiated at the GATT forum and, on the other, from certain "advantages" that customs duties do not possess. Poland's GATT/WTO obligations, the need to adapt Polish law to EU regulations, as well as multilateral and bilateral agreements on the creation of free trade zones signed by Poland mainly in the 1990s, are the main contributors to the shaping of Polish trade policy. In this article, the author describes selected non-tariff Instruments applied in Poland such as: quotas, automatic registration of turnover, licenses and concessions. She also presents the legal regulations in this regard. (original abstract)
