Abstrakty

Głównym instrumentem wspierania eksportu są instytucje ubezpieczeń kredytów eksportowych. W artykule przeprowadzono porównanie wyników systemów ubezpieczeń kredytów eksportowych w krajach o podobnym stopniu rozwoju gospodarczego. Analiza za lata 1998-2001 obejmuje trzy kraje Europy Środkowo-Wschodniej, tzn. Polskę, Czechy i Węgry.

Only recently have specialised institutions responsible for insuring export credits been operating in the Czech Republic, Poland and Hungary. Apart from conducting Insurance operations on their own account. these institutions are authorized and essentially enjoy a monopoly position with respect to the issuance - on the State Treasury's account - of Insurance policies for export credits against non-commercial risk. The article discusses the following issues: 1) potential ability of appropriate institutions to meet the demand for export credit guaranties (own capital/export); 2) institutions' actual role in facilitating export conditions measured by the share of insured export in total export (insured export/total export); 3) distribution of risk between engaging budgetary sources and conducting insurance activities on the institution's own account (the share of non-commercial risk insurance in total insurance). Periodic comparison of the results of export credit insurance systems in countries of a similar level of economic development and those on the threshold of European Union membership may help determine the strengths and weaknesses of such activities. In the future, it will be helpful in preparing new, more effective operating models. (original abstract)
