Abstrakty

W artykule omówiono istotę ubezpieczeń społecznych. Nakreślono ewolucję ubezpieczeń społecznych w Polsce począwszy od XIX wieku aż do stanu obecnego. Szczególną uwagę skoncentrowano na nowym systemie zabezpieczenia społecznego wdrażanym od 1 stycznia 1999 roku.

The objective of social insurance is to guarantee for most citizens a minimum protection of the level of life; hence, social insurance is sometimes called 'social security' or 'social provision'. The range of risks taken into consideration in social insurance is relatively narrow. It is limited to basic risks pertinent to personal interests and does not include property interests Those are, however, common risks jeopardising the material status of entire groups of people and affecting the social situation as a whole. Any other forms of insurance activity, with exception to social insurance, are subsumed under business insurance. Due to a stabilising effect, exerted upon social and political situation, social insurance is compulsory. Its particular feature remains in a strict relation to the employment. As far as professions and trades not subject to hired labour are concerned, e.g. farmers, craftsmen, freelancers etc, such persons are supposed to pay social insurance contributions by themselves.
