Przedstawiono problemy tzw. deficytu demokracji, dotyczące mocno zredukowanej roli poszczególnych parlamentów narodowych w wewnętrznych procesach wspólnotowych. Przybliżono proces systematycznego rozszerzania uprawnień Parlamentu Europejskiego.

Since the nineties several efforts have been made for parliaments of the EU's member states to take a more active role in decision-making processes regarding the European integration. The article tries to explain the concerns of so called second chambers of parliament bodies in the mentioned processes. These concerns are expressed mostly by legislative supervision and control prerogatives. In several European countries a tendency have been noticed of both parliamentary chambers becoming more and more specialized in the matters which are perceived as different spheres of their competence. For example in Great Britain the House of Commons is seen responsible for internal affairs above all and the House of Lords is regarded as more responsible for European issues. This British model may serve as a pattern for other bicameral parliaments in the EU countries. (original abstract)
