Karta Małych Przedsiębiorstw zatwierdzona przez Europejską Radę w 2000 r. oraz opracowany z tej okazji raport Unii wskazują na potrzebę zastosowania różnych instrumentów pobudzania małych i średnich przedsiębiorstw na terenie Unii Europejskiej. W artykule zwrócono uwagę na ważną rolę inkubatorów biznesu w UE, których działalność stanowi znaczny wkład w tworzenie miejsc pracy i poprawę warunków życia ludności. Jako przykład omówiono inkubatory biznesu w Finlandii.

Two important documents -the Charter for Small Enterprises approved by the European Council in Feira in June 2000 as well as the report approved by the EU Commission - point to the need to apply various instruments to stimulate the activity of small and medium-sized firms in the European Union, as this is a requirement of a strategy for the development of the European Union economies. The Charter emphasises the major significance of the SME sector in building a dynamic, strong and uniform economic organism in European Union countries by 2010 that is capable of confronting the strong North American and Asian economies. The business incubator is one of the instruments used to support the development of entrepreneurship. The author analyses, describes and presents, as a "European model" to which existing business incubators should aspire, the indicators that best describe the activities of incubators. By way of illustration, the author looks at the incubator operating in Yalkeakoski, Finland - a country which just a few years ago underwent an economic crisis similar to the one that the Polish economy is currently experiencing. Thanks to the involvement of entrepreneurship support centres, including 29 incubators, it was possible to create over 3000 jobs in Finland. In the article, the author presents the mode of operation of modern Finnish incubators. Poland - where support for business on the lowest levels still lags behind European standards - should learn from Finland's experience. (original abstract)
