This article discusses the origin, contents and impact of the Bush doctrine on the relations between the United States and Europe. The Iraqi war showed a separation of standpoints on many fundamental international issues. It also exposed disagreement on the means of conducting politics. The split results not only from a disproportion in power between the U.S. and Europe but also from a different perception of threat, values, ideological differences and dynamics of internal policy on both sides of the Atlantic. However, in spite of all the difficulties, America and Europe are still strongly connected and transatlantic relations remain a driving force of world policy (also economic). Many common global threats should induce partners to combine their assets: American military power and European ties with various regions, supported by diplomatic skills which would legitimize the Bush administration policy.
