W opracowaniu wskazano i opisano podstawy prawne gospodarki odpadami w Polsce. Omówiono próbę rozwiązania problemu na przykładzie projektu rekultywacji składowiska odpadów komunalnych w Nowym Targu.
This article discusses legal and organizational solutions to ecological problems in the context of planning and financing, placing special emphasis on ecological policies at the local government level. The legal basics of ecological policies and indicators for competence of individual local government units are described, as are the obligatory studies that, for example, short- and medium-term ecological local waste management measures are based upon. The author grounds the theoretical side of his research with a study of the ecological situation in the Podhale region of Poland, particularly problems in the city of Nowy Targ, where a project was undertaken to re-cultivate a communal waste area. Carried out in 2001, the project was part of the city's strategy to solve environmental problems and to close the storage area, which was not only an ecological threat but also an eyesore for the community.
