Abstrakty
Ważnym elementem w procesie podejmowania decyzji w Unii Europejskiej jest działalność tych sił społecznych, które określa się mianem grup nacisku. Lobbing jest procesem wymiany i dialogu pomiędzy sferami politycznymi i gospodarczymi, a z tego powodu posiada dużą moc kreowania rzeczywistości. Dla zachowania optymalnej alokacji gospodarczej oraz dobrobytu społecznego należy dążyć do możliwie przejrzystego procesu i uregulowanych narzędzi lobbingu w każdej sytuacji.
What is lobbying? Whose interests does it serve and what is its practice? The article deals with the rational economic basis as well as the empirical forms of lobbying. In the days leading to Poland's accession to the European Union our knowledge of lobbying is insufficient to apply it as a professional tool in achieving most favorable for us regulations. For this reason, the article provides a theoretical foundation which justifies, on the basis of a model, the economic effectiveness of lobbying. From the very beginning, while discussing its form, the authors wish to stress the difference between institutional lobbying and concealed bribery. The presumption is that the only - socially accepted - form of influencing legislation is open expression of opinion and winning it support. This form has been widely accepted and practiced both in the EU and the USA. It is expressed in the freedom to demonstrate one's own convictions and expectations. Returning to the economic bases, which usually provide the incentive to take up initiative, it should be stated that a rational approach to the institution of lobbying lies in the interests of Polish society as much as Polish industry.(original abstract)
