Abstrakty

Celem artykułu jest próba dokonania analizy, na ile uzasadnione jest posługiwanie się terminem "populizmu" w odniesieniu do polityki Wolnościowej Partii Austrii, oraz w jaki sposób elementy polityki FPÖ określane mianem populistycznych wpłynęły na dynamiczny wzrost popularności tej partii na austriackiej scenie politycznej.

The policy of the Austrian Freedom Party (FPO) since 1986 has been frequently described as populist. The author of the article has tried to answer the question to what extent it is justifiable to use the term populism in relation to this party's policies. Also, how elements of FPO's "populist" policies have influenced the dynamic increase in the popularity of this party on the Austrian political stage. Referring to literature on this subject the author cites numerous definitions and typologies of populism. Hę points to the fact that the term has many meanings and appears in many forms. Next he discusses the phenomenon of populism in Austria. Its genesis goes back to the post-war crisis of the political system based on a permanent and stable division of the political stage into spheres of influence of the Social Democratic Party of Austria and the Austrian Popular Party. As early as the 1970s there were signs that the efficiency of the governing political parties and the administration were being questioned. Feelings of dissatisfaction and protests increased. The weakening of the main parties and the erosion of the party system, including the loosening of ties between political parties and their traditional electorate, created beneficial conditions for the so-called populist moment which led to the success of the Freedom Party and J. Haider personally. Another contributory factor was the crisis in the welfare state due to the recession at the beginning of the 1980s manifesting itself in the citizens' growing dislike towards the bureaucratic system overburdened by taxes. When taking over the leadership of the FPO in September 1986, J. Haider started the evolution of the party. It began to depart from liberal attitudes and gradually developed into a nationalistic and populist party of protest. The article analyses the populist elements in the style of Haider's leadership. It also analyses the process of creating a populist programme and the attempts to implement it in political practice. The author stresses that due to a relatively good economic situation, low unemployment and an efficient social insurance system, populist argumentation in Austria concentrated mainly on crisis situations present in the social and political spheres.(original abstract)
