Abstrakty

W artykule przedstawiono historię stosunków Unia Europejska - Norwegia. Przypomniano wyniki norweskich referendów akcesyjnych w 1972 i 1994 r. Zaprezentowano również perspektywy norweskiego członkostwa w UE.

Norway has campaigned for membership to the European Union four times, twice seeking its endorsement in referenda. All efforts failed, ending with success for accession opponents. After losing the latest referendum in this matter, prime minister Gro Harlem Brundtland concluded that "as much as possible has to be salvaged from the European Economic Area treaty [...], the government does not see an alternative future route for an active Norwegian European policy". Both referenda set off divisions in Norwegian society. EU membership opponents were much better organised - they had wide public support, they had the advantage of the anti-integration movement within the ruling Labour Party, as well as the f act that various organisations against EU membership managed to cooperate closely with each other. For the majority of the population, accession to the EU meant losing the traditional control over the country's economic system. They saw the EU as a "machine" absorbed with the idea of unrestricted development at whatever cost. They believed that EU membership would have positive as well as negative effects on, among other things, natural adornment protection, unemployment, economy, democratic government, security and defense. After the Copenhagen summit and the conclusion of negotiation areas with 10 candidate states, the Norwegian position towards the EU changed dramatically. The Gallup poll results published on 15 January 2003 showed that 58% of Norwegians supported EU membership, and 29% were against.(original abstract)
