Abstrakty

W artykule poddano analizie wpływ uprawiania aktywnej polityki handlowej na przepływ zagranicznych inwestycji do kraju goszczącego. Wśród wniosków sformułowanych w zakończeniu opracowania na szczególną uwagę zasługuje stwierdzenie, iż już samo zagrożenie protekcjonizmem może wywoływać przepływy kapitałowe do kraju, którego rząd zamierza wprowadzić różne instrumenty polityki handlowej.

The article shows relationships between trade policy and flows of capital in the form of foreign direct investments. On the background of FDI flows the author shows a phenomenon of "jumping" customs duties by foreign investments and how the situation changes when quantitative restrictions are used instead of tariff measures. Next, attention is paid to application of antidumping procedures as a factor determining the flows of capital. "Jumping" over trade barriers concerns virtually only firms from developed countries which can transfer a part of their comparative advantage abroad. It turns out that the very threat of protectionism can trigger foreign investments. Finally, the author presents evolution in the significance of trade policy as a factor of location and its position among the most important determinants of FDI location, which is connected with three factors. First, liberalization of the world economy, second how FDI is perceived by the host countries and third - changes in the motives for foreign direct investments. (original abstract)
