Celem opracowania jest ukazanie jakościowych aspektów polityki pieniężnej jako rozwiązań instytucjonalnych zwiększających skuteczność działań banku centralnego, których celem jest stabilny poziom cen. Omówiono niezależność banku centralnego, wiarygodność i przejrzystość jego polityki oraz zagadnienie odpowiedzialności demokratycznej banku centralnego.
