Autor próbuje znaleźć odpowiedzi na, między innymi, takie pytania: czy transformacja NATO zapoczątkowana bezpośrednio po zakończeniu „zimnej wojny" jest procesem ciągłym i w jakiej mierze NATO stanowi dziś adekwatne narzędzie, które jest skuteczną odpowiedzią na nowe zagrożenia? Czy istnieje sprzeczność między rozszerzeniem i nowymi zadaniami Sojuszu na zewnątrz a pogłębianiem i transformacją wewnętrzną NATO? Czy są granice - a jeśli tak, to jakie - zaangażowania militarnego Sojuszu poza statutowym obszarem jego działania. Jak daleko poza statutowy obszar działania może wykraczać NATO? Na czym polega nowa jakość stosunków między Rosją a NATO i w jakiej mierze intensyfikacja tych stosunków może wpłynąć na zapoczątkowany proces zbliżania Ukrainy do NATO?
