Abstrakty

Autor jest zdania, że wobec nowych broni i zagrożeń żadne państwo nie może czuć się w pełni bezpieczne. Przed 1989 r. myślenie o światowym konflikcie koncentrowało się wokół osi Wschód-Zachód. Ten bipolarny układ należy dziś do przeszłości. Globalizacja gospodarcza i polityczna w połączeniu z rozwojem nowych broni i metod walki stawia na porządku dnia pytanie o kształt bezpieczeństwa międzynarodowego i jego definicję. Pojawia się również problem oceny i ewentualnej adaptacji dotychczasowych prawnych i politycznych sposobów używania siły zbrojnej oraz kryteriów odnoszących się do zastosowania tego ostatecznego środka.
