Abstrakty

W artykule przedstawiono problem polityki regionalnej w Polsce w kontekście przystąpienia do Unii Europejskiej. Omówiono instrumenty finansowania polityki regionalnej w UE. Zaprezentowano prognozę transferów unijnych środków finansowych na rzecz Polski w latach 2004-2006. W zakończeniu przedstawiono prognozy polityki regionalnej UE po 2007 r.

Poland's entry into the European Union gives rise to numerous challenges for national regional policy. These challenges mostly result from Poland's entry into the EU’s system of financing regional development tasks. The financial instruments in place in EU countries for many years, such as structural funds and the Cohesion Fund - with complex and rigid procedures for obtaining aid - mean that in the near future Poland must create an adequate legal and institutional framework within the regional policy system. This is essential for the effective acquisition and use of these funds. An important aspect of building a future, common regional policy is Poland's active participation in its creation by clearly defining its own development goals, consistent, on the one hand, with domestic conditions and needs and, on the other, with the generally accepted directions for implementing regional development policy in the European Union. Understanding the need to adjust all Solutions applied in regional development policy and striving to implement them will in future be the sine qua non not only for the more rapid development of Polish regions but for also in other Member States' perception of Poland as a serious and equal partner in implementing the common development policy for the entire European Union.
